A Tuesday press release from the Ministry of Home Affairs said the amended act would: “Enhance the operational effectiveness of our casino regulatory regime; tighten the regulation of the casinos and licensees; strengthen protection for vulnerable groups; and regularise the casino entry levies collected from 4 April to 7 May 2024.” The latter was a reference to resolving an administrative overlap. Between those dates levies for Singapore citizens and permanent residents to enter the country’s two casinos had reverted to an earlier, lower rate. The amendment restores the parliament’s original intention of casino entry levies being at SGD150 (US$113 currently) per day and SGD3,000 yearly. At the September second reading of the-then bill, there was also mention of changes to operational rules to permit cashless gaming. That was not referred to in Tuesday’s press release on the coming into effect of the bill. Other updates mentioned at the time of the first reading in August included enabling the city’s two casino operators to share patron data – without customer consent – for the purposes of tackling money laundering, terrorism financing and weapons proliferation financing. PINE BLUFF, Ark. — People from the Pine Bluff community, officials from the Saracen Resort Casino, and construction workers all came together on Tuesday to celebrate as the casino’s 14-story hotel came one step closer to completion. The event in question was a topping-off ceremony in which the final beam was placed on top of the hotel, marking its vertical completion. “That’s the final major exterior construction,” said Wena Supernaw, Business Committee Chair for casino owners Quapaw Nation. “And by that going up, it’s going to give us the opportunity to go inside and start working on the stuff that’s not so easy to see, and it takes a lot of time and care to be able to do that.” Carlton Saffa with the Saracen Casino Resort touted the ceremony as an important checkpoint in the hotel’s progress. “We’ve said for a long time, that Saracen is a place to visit and one heck of a destination,” he said. “But now you can see it from miles away. So about 200 feet in the air, you’ll see the top beam of this property, which means we’ve reached the pinnacle of the construction of the skeleton of the building.” After the ceremony, hundreds of the construction workers on the project were thanked with a meal. Saffa said it’s thanks to their hard work that the hotel is scheduled to be done in the fall of 2025. He explained how the hotel’s completion will take the facility to the next level. “I’m proud that about 70% of our employees live in Jefferson County,” Saffa said. “But about 70% of our customers come from Little Rock. When you build a hotel, those folks who come from out of town, they stay and they stay overnight, and they spend more time with you.” For Supernaw, it’s all about the locals. The men and women who have supported this project from the beginning many of whom were there on Tuesday, including Mayor Shirley Washington. “Jefferson County has been so welcoming and supportive,” Supernaw said. “Between the Mayor, the judge, state representatives, and the city council, they have been so kind and welcoming to us.” What they’ve gotten in return is a project that Saffa has been making some lofty promises about. “We know that we can now become an attractive market for places like Dallas,” Saffa said. “Texas becomes a very active market for us, and really all of the mid-South. While statewide win climbed over 3.3% to $1.31 billion, GGR on the Las Vegas Strip tumbled 1.8% to $727.6 million. Once again, the culprit was baccarat. The table game that’s popular with Asian gamblers delivered more luck to players in September, as the 24 casinos offering the game on the Strip reported a 40% year-over-year decline in hold. Strip baccarat generated GGR of $88.5 million, down nearly $59 million from September 2023. Baccarat hold last month was 17% compared to 22% a year ago. “The decline is being driven by difficult hold comparisons,” Michael Lawton, the NGCB’s senior economic analyst, said of the Strip’s struggles. The Strip’s losses were easily offset in downtown Las Vegas and elsewhere in Clark County, markets that don’t usually command much of the baccarat segment. Downtown GGR surged 33% to $91 million, Boulder revenue jumped 19% to $80.4 million, Mesquite win climbed 2% to $14.1 million, and the balance of Clark County was up almost 16% to $156 million. Statewide, slots propelled the year-over-year increase, as the terminals won $896.9 million, a 10% gain. Table game win dropped roughly 15% to $335.1 million. Nevada oddsmakers kept $80.9 million of the $764.6 million wagered to increase sports betting revenue by 30%. Baccarat Blunders July, August, and September marked the first time that Las Vegas Strip GGR was down in three consecutive months since it last happened from March through May 2019. September also pushed Strip revenue into the red for the year. While there are concerns about slowing leisure travel, Lawton says baccarat is singlehandedly responsible for the Strip’s GGR downturn. When you remove baccarat from the totals, the Strip is up 3.4%, or $60.8 million, for the quarter, and the state is up 3.3%, or $114.2 million,” Lawton said. Even with baccarat included, statewide gaming win was up through three quarters of the year. GGR of approximately $11.54 billion marks a 1.2% year-over-year improvement, or about $140 million. Visitor Volume Improves Along with the gaming report, the Las Vegas Convention and Visitors Authority (LVCVA) released its executive summary for September. The data points reveal that nearly 3.39 million people visited Las Vegas last month, 1.6% more than September 2023. The increase was fueled by conventions, which saw attendance jump 29% to 527,200 attendees. Hotel occupancy was up 1.3 points to 83.9%, though there were fewer hotel rooms available due to the Mirage’s closure in July. Despite more visitors in town, the average nightly rate for rooms on the Strip and across Las Vegas was down about 3%. Strip rooms averaged $210 while other rooms went for $196. Both rates are before resort fees and taxes. After several weeks of inaction, the Bellagio casino-hotel’s proposed expansion project will meet its first bureaucratic test Tuesday night. The Paradise Town Advisory Board will consider a project design and a sign modification review for the Bellagio’s planned Project Mojave, which will add nearly 400,000 square feet of space to the resort’s existing footprint on the Las Vegas Strip. MGM Resorts International — operator of the Bellagio — is proposing a multi-story expansion of an underutilized portion of the casino-hotel. Project Mojave will add new dining, retail and entertainment amenities near the Bellagio entrance along Las Vegas Boulevard, according to Clark County records. The five-member Paradise TAB’s decision is non-binding. If the community board is satisfied, the proposal would go before the Clark County Zoning Commission next month. The two design review applications were removed from the agenda of a July meeting of the Paradise TAB without notice. No reason was given as to why the requests were pulled. County records show the project will feature nearly a dozen new retail outlets, several food and dining options, a dayclub/nightclub, an entertainment facility and several outdoor decks, patios and balconies. The property’s existing freestanding sign along the Strip will be replaced with an 5,905-square-foot LED sign with an electronic messaging board. The new sign would be 141 feet, according to public documents. Plans submitted to the county also include a proposal to add a bridge to connect the property to another MGM resort, the Cosmopolitan hotel-casino. The owners of the Lake Elsinore Hotel and Casino in Southern California have agreed to a civil monetary penalty of $900,000 to resolve the numerous violations of the Bank Secrecy Act (BSA) that an enforcement investigation conducted by FinCEN discovered. Lake Elsinore Hotel and Casino admitted to years of failures to complete CTRs and SARs, according to FinCEN In the consent order, Sahara Dunes Casino, LP, the parent company of Lake Elsinore, admits to years of failures to complete Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs). “Lake Elsinore operated for years without the most basic AML controls, putting its customers and the U.S. financial system at risk and denying law enforcement information on suspicious activity,” said FinCEN’s Director Andrea Gacki. “This action should serve as a reminder that all financial institutions—regardless of their type or size—must comply with their obligations under the BSA and FinCEN’s regulations.” Moreover, Lake Elsinore’s willful violations of the BSA continued for over a four-and-a-half-year period. FinCEN found that the infractions resulted from decisions made by the card club’s management. FinCEN’s consent order detailed that between at least Sept. 7, 2014, through Feb. 11, 2019, the Lake Elsinore Hotel and Casino management failed to adhere to the federal BSA and its requirements to report CTRs and SARs. California casino will be subject to an AML program review Federal law requires cardrooms to file CTRs when a customer transacts “cash in” or “cash out” totaling more than $10,000 in a 24-hour period. Cardrooms also must identify and report suspicious transactions involving money transfers of $5,000 or more via an SAR filing. In addition to the civil money penalty, Lake Elsinore will also be subject to an AML program review. Failing to file CTRs and SARs is a serious offense in the Golden State. According to the news release, this action will be FinCEN’s first resolution alongside the California Department of Justice – Bureau of Gambling Control (CA-BGC). As delegated by the Secretary of the Treasury, FinCEN has “authority for the imposition of civil penalties.” Additionally, the bureau has “[o]verall authority for enforcement and compliance” with the BSA and its implementing regulations. Among foreign players barred at foreigner-only casinos – aside from the 492 that were self-excluded – there were: 431 individuals with ‘venue order violations’ (23.0 percent); 148 individuals as ‘requested by family members’ (7.9 percent); 95 due to ‘theft’ (5.1 percent); and 57 for ‘alcohol disorders’ (3.0 percent). There were additionally excluded: 30 people for ‘violence’ (1.6 percent); eight for ‘identity fraud’ (0.4 percent); seven for ‘property damage’ (0.4 percent), and 602 individuals categorised as ‘other’ causes (32.2 percent), as of August. According to the data via the lawmaker’s office, Paradise Co Ltd, which runs the Paradise Walkerhill venue in the capital Seoul, Paradise City at Incheon, Paradise Busan in that southern port city, and Paradise Grand Jeju on the island of Jeju, had 971 foreign players barred as of August. Among Paradise Co’s 971 exclusions, ‘venue order violation’ was the largest single category of exclusion, accounting for 343 players (35.3 percent of its cases); with ‘self-exclusion’ being the second commonest, with 332 players (34.2 percent of its cases). Grand Korea Leisure Co Ltd (GKL), which runs the Gangnam COEX and Dragon City venues in Seoul under the Seven Luck brand, as well as the Busan Lotte venue, had a total of 353 excluded people as of August. Among them were 20 individuals (5.7 percent of its total) under ‘venue order violations’. A further 65 individuals (18.4 percent of its cases) were counted as ‘self-exclusions’. Jeju Dream Tower casino, promoted by Lotte Tour Development Co Ltd, had 235 excluded players, though reasons were not specified in the data. The casino within Mohegan Inspire Entertainment Resort at Incheon, had 104 excluded players overall. A spokeswoman for Paradise Co told GGRAsia that its exclusion period ranges from ‘one week’ to ‘indefinite’. She said the company does not publicly disclose the criteria it uses for deciding on the length of exclusion. An official at GKL told GGRAsia that its criteria for length of exclusion are applied uniformly across its three properties, but it also does not publicly disclose them. An official from Jeju Self-Governing Provincial Government’s Casino Policy Division told GGRAsia that there is no national standard for casino exclusions, so the rule varies by property and might change daily.
